Prof. Armstrong Discusses ICE Detention Center Inside Angola

By Loyola University on Wed, 08/12/2026 - 11:05

Dr. Norman C. Francis Distinguished Professor of Law Andrea Armstrong recenly spoke to the New Orleans Advocate about Camp 57, a controversial ICE detention center inside the Louisiana State Penitentiary at Angola. She says that the privately run nature of the center inside a state prison raises questions about potential hidden costs for detainee care.

Prof. Armstrong's scholarship focuses on the constitutional dimensions of prisons and jails, specifically prison labor practices, the intersection of race and conditions of incarceration, and public oversight of detention facilities. Prof. Armstrong has also testified before Congress on deaths in custody and prison labor and presented her research at the Ninth Circuit Judicial Conference. She teaches in the related fields of incarceration law and policy, constitutional law, criminal law and procedure, law and poverty, and race and the law.
