Report Co-Authored by Professor Johanna Kalb Cited in 3rd Circuit Decision on Death Row Confinement

A report co-authored by Professor Johanna Kalb was cited extensively in a recent Third Circuit Appeals Court decision which held that prisoners’ continued placement in solitary confinement on death row after their death sentences were vacated gave right to a liberty interest under the Due Process Clause.  The report, titled Time-In-Cell, is a detailed national survey of administrative segregation in prisons.  The report was also cited in a President Barack Obama’s January 2017 Harvard Law Review article titled The President’s Role in Advancing Criminal Justice Reform.
